Just gonna list some things:

-make the background image that's on class="active" the background for the rollovers on the rest of the navigation.
-the portfolio page is set up very well IMO
-I would use a serif font such as Georgia for the headlines.
-Put a contact form on the contact page. It will encourage visitors to contact you.
-i dont like the "Web Design & Graphic Art" text... it could be a little more attractive IMO

What's with web designers and that old military poster?

ini firefox, the scroll bar dissappears and causes some jitter between pages, I usually ad some filler to the bottom of the page so this doesn't happen, but thats just me. You should have the "valid html & css" link to the validator so people can see that it is valid. strong design, I like the portfolio section.
You should think about putting up a submission form instead of, "<a href="mailto:winstons..."
Also, make your email address match your site, @aol.com. is kind of cheesy.
