I just submitted a new job...and was wondering the same thing from the other end ;). I'd post the job on this forum but I'm not sure if that violates the forum rules, so I'll just sit tight for now. (btw, it's not a freelance position but a full-time/salaried CSS developer position with a major dot-com)

Surprisingly we get a lot of resumes but from people who use a table-layout style, so I'm trying to search out little semantic xhtml/css hideouts, like cssbeauty, to recruit people with the same passion for css and semantic development process as I do. More difficult than I thought, unfortunately. :)
I have the same problem when hiring programmers. They say that they understand semantics and creating CSS based layouts, but the sample sites in their portfolios look as though they were created in MS Front Page - tabular HELL. I've used the CSS Beauty job board for recruiting in the past and have received some good resumes; unfortunately, no one was local to Boston.
Employers could also do well to check out the user profiles and portfolios of frequent Skill Share posters and contact them directly. (Hear that Skill Share members? Get your portfolio URLs in your profile.)
Craig's List is the best. I've found freelance jobs, my full time job and my car on CL. Just need to be able to wade through the idiots whose budget for web design and development is a free abdominal massage (I'm not kidding).
Craig's List has got very little ads from the other side of Atlantic Ocean - even from English-speaking Ireland or UK. I keep my fingers crossed for that it will change.
I get a lot of referrals these days -- but most of the clients I seek out come from Craig's List. Damn I love that site.
I am with you Scott -- I've learned to spot the keywords of people to avoid: "portfolio builder", "ideal for student", "shouldn't take you much time", "under $100", "customize my templatemonster template".

I know what you mean by people saying they can do xhtml and css. A lot of people put in one css definition (yet still use bgcolor attributes etc..for colors etc) and include a xhtml doctype at the top and one <br /> tag and think they're doing xhtml and css. Technically they are, but they aren't harnessing the power of these standards.
