Browser Specific Problems: drop-down menu hides behind main content in IE

Bless this damn browser! Is there any way to pull this drop-down forward in front of the right content without javascript?
I've tried giving the right content a lesser z-index and the drop-down a greater z-index. This has no effect in IE.
The 3rd level of the "Housing Development" drop-down falls behind the right content and the entire navigation for "Fair Housing" is lost. What can I do?

does the same in Safari. You might have to look over your CSS -

awful. not in the CSS after all. it was the HTML. there was a closing div tag randomly hanging out in the php. this code has been shared across many sites. i can't believe it hasn't caused another designer a problem before now. -
