    I have a live example here:

    I am trying to create glowing links. I have tried different things with the animate callback functions, but the hover effect just does not work correctly.

    I have found an example of creating a toggle function here:
    http://docs.jquery.com/Cookbook/Navigation

    I have tried to modify the toggle function above to suit my purposes, but I am not having much success.
