You might have your friend consider Jersey City, which is literally right across the river in NJ and gets you much more bang for the buck. The historic downtown area is quite nice, safe and affordable as compared to the rest of the metropolitan area. The commute times are still less than what one might encounter in the outer boroughs, so I thought it was worth mentioning.
