Start by advertising your services on the various job boards:

If you are looking for local freelance work which sometimes is easier to get you should try searching for "your city here" craigslist. Be wary of shady things! You may also get offers for things other than money, such as service trading, which depending on where you are in your development journey may or may not be acceptable. :) -

Paul -- honestly, the first step is create a portfolio, a bas ass portfolio. The demand so far out weighs the supply that with the right portfolio, the work will come to you. -
Why don't you put some links to examples of your work here ? If somebody's looking for a designer then at least you've got a chance of getting in there.
