Need help: background not (always) holding when I shrink browser window...."

I would like to know how much it would cost to just have someone build out the stylesheet(s) for me. The site has been purposely been streamlined to keep layout complexity low.

Please provide references and links to past work as well as your fee structure and an estimate for what this work would cost. I am looking for a coder with a clean style. I would like to be able to follow what you've done so that I can build out and maintain the site myself from the templates.

This is a (hopefully) a quick, pragmatic version of a more subtle design scheduled for later this year. So it is possible that this work will turn into more if I am pleased with the work.
