We are trying to redesign our website, we are using CSS for designing, but sometimes it does not work properly on some browsers. The question is how can we make our design consistent in all browsers?

That question is a big one, isn't it? Consistency is the key here, though, since it's pretty much impossible to have a page look precisely the same on every browser.
If you could narrow this down a bit, I'm sure there are at least a few people here at any time who can help you with any specific problem. Otherwise all I can say is that you'll have to learn the standards, and then how various browsers fail to implement them properly. Knowing exactly what to avoid will get you pretty far in this business.
