I'm a PHP developer, we hired a designer for a project and the designer just fell of the earth, we only have 9 days to complete the project and we still do not have design

We have set budget of $300-400 for design, something simple and web 2.0 css feels like design is needed. We do not mind paying upfront with contract if you are in texas.
